‘Emerging Good Practice in Option 3’ by Lou Close
See ‘Vignette 3’ on Page 44
Self-Directed Support is Scotland’s national policy for social care, whereby there are four options for individuals to receive care through. In Control Scotland published their own case study into Individual Service Funds (ISFs) in 2022, however, there was very little learning in option two, and almost no evidence base for transformational change in option 3. With this, this report has sought to begin to fill this gap with examples of flexible use of option 3, with Granite Care Consortium being used as an example of innovative thinking. See how we have “demonstrably improved sustainability of services” in Vignette Three on page 44.

This report focuses on IJBs, their performance, and their efficacy within the current climate. A case study of Granite Care Consortium is included on pages 56 and 57, where the value of our collaborative working and outcomes focussed approach is examined. The study also highlights that our work with Aberdeen City Health and Social Care Partnership was identified as a good model to provide the basis to develop best practice in ethical commissioning, by the Scottish Parliament Health, Social Care and Sport Committee.
‘Embedded and Emerging Good Practice in Health and Social Care’
In this report, our very own Operations Director, Lisa Stephen, and Gosia Duncan, Independent Sector Lead for Scottish Care, explore Care at Home in Aberdeen and the emergence of Granite Care Consortium. In 2020, Aberdeen City Health & Social Care Partnership (ACHSCP) identified a clear gap between what was being achieved through the existing care services in Aberdeen, and where ACHSCP needed to be. Following this, a new contract geared towards closing this gap was coined, which focused on meeting individual and system wide outcomes, market stability, delivering care efficiently and effectively, and delivering care in line with the medium and longer-term financial plan. With an invitation to tender issued by ACHSCP in March of the same year, Granite Care Consortium was established, bringing together expert knowledge and resources that allowed for support across a range of fields.
